Before making any definite recommendation

to the Committee on the Governor's application for

assistance from the Fund under this head, Lord Passfeld

is asking the Governor to supply precise estimates

of the extra expenditure which the agreed scheme

is now stated to involve, and the nature of the

assistance which he desires to obtain from the Fund.
